netowork monitoring

i have a wireless router/modem, with about 5 pcs on my network. im looking for software that will allow me to monitor how much each person uses of the network bandwidth, and allow me to allocate them a set quota of the speed. so if i have a 100kilboyte line, and 4 pcs, id like to cap each computer at 25kilobytes a sec.

You need to do that in a common node, i.e. the router. There is no software you can load on one machine that will control bandwidth to all of them.

i have a belkin n1 F5D8631-4.

is it possible then? if so, how?

Check to see if there are any QoS settings in the router, that's what you need to configure to do bandwidth balancing. It's normally not possible to simply limit to a specific amount, but you can share equally if multiple requests come in. This would probably be better in the long run, since when only one workstation is requiring access, they get full bandwidth.
