Advise on setting up a new netork

Hi All

I need some advise and help on setting up a new LAN network, I done N+ along time ago and never had the opportunity to peruse my IT career as I wanted. But t seemed to have knocked on my door when I forgot every thing, Okay this is what I need advise on. I need to setup a company network with -+ 50 workstation. The advice I need is what I need to setup the network as when I studying it was windows 2000. LOL

1. Type of server
2. Software on server (Operating system, Firewall etc)
3. Operating system on workstations (they currently have normal Xp not pro)
4. Will I need a switch for each part of the building (example office, workshop etc)
5. How many routes will I need
6. Will I need a DHCP server and configure on all pc’s (I hope XP home allows this)
7. What layout is best to set up (ring or?)
8. What cabling should I use
9. Will I need a file server (If I remember this works where users can share files on one serve. Is this right )
10. Will I need any special software to monitor what the user is doing and remote logging his/her pc with them knowing)
11. Will I be able to limit the ip address for no internet access and some function
12. What security will I need to block virus spam and all that
13. Will be setting up other branches to link to our network in the future. What will I need to add?

Additional
1. If there a freeware software available to draw up a network.
2. Is setting up a DHCP needed and difficult to install
3. Will remote assistance be easy to setup and must this be setup on installation
4. Setting User access for programmes and internet access what will I need

Forget to ask how does the licensing works to I pay per user or? And how about I go to obtain this license
