Ports will not forward to 1 machine.

My main machine i use will not allow ports to be forwarded to it, it just doesnt open them. I have forwarded many times before, but with azureus and soulseek , the tests state that my ports are not open. On my laptop i have the same programs and have tried to forward to it with no issue at all. My desktop has no firewalls enabled, and i have tried many suggestions from reading here and other forums. I have already tried to add/remove windows services like pnrp, i have tried setting my ip outside of the dhcp range. Nothing seems to work. I have also just recently moved back home for the summer and am on a different router now, that i have configured to port forward also, so i have tried multiple routers also. I am positive that its a windows issue since my laptop runs fine on both routers. Since i thought it might be a virus or spyware issue i have run checks on both already with 3 different softwares. Port forwarding used to work on this machine and i used to use azureus fine, but its been awhile and since then something went wrong. Im thinking its some windows update that may be the issue.
