capped connection on 1.5Mbps DSL

I have a problem with my SBC Yahoo DSL (now AT&T) connection. It is capped at 576Kbps and the upload connection stays the same at 384Kbps. I called SBC and the guy told me to shut down my computer and unplug all the wires from my modem then a few minutes later he told me to turn my computer on and plug them back in. I went to my modem configuration menu and the upstream speed is now 1536Kbps. I was so happy it is normal now. So we hung up.. then I went and did a speed test on a website and it went back down to 400 something! I went back to the config menu now the speed is even lower at 448Kbps!! NOOO. I know the advertised speed is 384-1536Kbps but this never happend to me before after 3 years of having it. The speed was always max. What happened?!

Modem - SpeedStream 5100
Router - Belkin Wireless G
OS - Windows XP SP2
Network Adapter (integrated) - Intel(R) PRO/100 VE

It really depends on the speed test service you used. It's completely possible that there is some bottleneck between you and the testing site.

Even with a bottleneck, the speed shouldnt drop to 1/3 of my connection. The testing site is only 100 miles away. The modem configuration menu (http://192.168.0.1/) says I'm connected at 448Kbps (it changes sometimes to 416 or 480)

I think I found the problem.. The dsl filter in my parents room has the phone line plugged into the dsl plug instead of the phone plug. It's now up to 1536Kbps -_- Not sure if that is it though. It might go back down again.
