Cann't open the router's setup page

I started with the installation CD but after some steps simply aborts. Then I used cmd (DOS command), ipconfig and the IP address for router was correct according with manual. After that, I made ping to router and the results were: "request timed out" if the packages sent were 8972 bytes size or less and "packet needs to be fragmented but DF set" if bigger. I already had tryed with default bytes size getting the first result. Naturally, I couldn't open the router's address with IE as is established in manual. I've been getting support from Linksys and a little from Microsoft but until now nothing has worked to fix the problem. Finaly I would like to know if the router works or doesn't.
I have a computer connected to router, and this to modem (DSL). In fact, I get 2 computers and I've been able to comunicate this two using the router but not with the WAN.
Wired router: BEFSR41 v4.2 from Linksys
Modem: 2wire
OS: windows xp, Ethernet adapter: 10/100/1000 gigabit desktop adapter, DGE-530T from D-Link, cable: cat 5e.
Programs: Norton Internet Security 2007, IE7

I'd disable NIS as a start, that's probably the root of the problem.

Actually, what should be done is remove the CD. Factory reset the modem for 30 seconds. Wait till the lights turn all green. Open IE > AT&T Yahoo! Installer will start. If you already have a Member ID with AT&T ignore the installer. If you don't, run the installer and get yourself setup and you'll be up and running.

If you have an ID > go to IE > type in 192.168.1.254 > click on the bottom right "Run System Setup Wizard". It'll ask you to create a system password, that's for your modem. Then it'll take you to a page with a key code, press next. Then it'll say your time zone, press next. Then in the next screen type in your Member ID ending @sbcglobal.net or @att.net and type in your password in the Password box and then again in the Confirm password box and click next. The connection test will be performed and then you'll be online after that.
