Cannot Transfer Data via FTP

I have tried using several ftp software applications to no avail. They each connect to my web server and will transfer the file name only. On occasion they may transfer the whole file but it is very frustrating especially when I need the files to be there. I may try 50 times and maybe it will take. It's like taking someone a bag of groceries. But when you get there the sack is empty.

I talked to my ISP and they told me to open ports 20 and 21 on my router. My web server is located in another state and they tell me there is no problem on their end. So I am frustrated and at a standstill as none of this has helped.

Hope I can get some feedback. Thanks for you time.

ftp

Use the "passive" ftp feature of a good ftp program. When you go through
a router or gateway, ftp may be blocked. Passive ftp works....most of the
time....
