inquiry about the 169.254.x.x. ip address

hi, im using a westell 6100 modem, DHCP connection type, windows xp OS, im not using a router
Here's the problem:
i called my isp provider why i could not get online. my isp provider troubleshoot the issue. when we checked my ip address in DOS prompt, it says 169.254.x.x.
what we did is we perform ipconfig /release,ipconfig/renew,ipconfig/flushdns
& ipconfig/all. still the ip address was 169.254.x.x.
we did optimize the IE and disabled the firewall.
and these are the next steps that we have done:

1. Make sure Obtain an IP address Automatically is selected.

Click Start --> Click Settings --> Click Control Panel --> Double Click Network and Internet Connections
Click Network Connections
Right Click on Local Area Connection and go to Properties --> Double Click Internet Protocol TCP/IP
Make sure Obtain an IP address and Obtain DNS Servers is selected and press OK.
2. Make sure Internet Connection Sharing is not turned on.

Click Start --> Click Settings --> Click Control Panel --> Double Click Network and Internet Connections
Click Network Connections
Right Click on Local Area Connection and go to Properties --> Click Advanced --> Make sure nothing underneath Internet Connection Sharing is checked.

3. we reset the modem, then

4.. Uninstall/Reinstall the NIC

5. stil we got 169.254.x.x. my isp provider said that there was aproblem on my computer(e-machine). so i contact e-machine and did the same troubleshooting steps but they said that it was not the computer that caused the problem but the ISP(verizon dsl) instead. but when i contact my isp provider, they said it was my computer that has a problem.....


HOw can i resolve the issue? and what is the meaning of 169.254.x.x by the way? im really frustrated...please help me

To me, this is in fact a problem with you modem. A 169.254.xxx.xxx is what they call APIPA or Automatic Private IP Addressing. More about that here:

It does not sound like you modem is dishing out any IP address.
