98 and XP just don't mix

Imagine 3 computers, (2 w/98 and one w/XP). The two with 98 seem to be doing fine, seeing each other and browsing each other too. They both even see the XP computer, but can't access it. Nor can my XP site access or browse the network with the 98 machines.

They are all set up with the Client for Microsoft Networks login.

Am I missing something? There isn't a "Set-up new network" option that works with both OS's is there?

All the computers are on the same router and work fine other than the XP machine not being able to browse the 98s.

can the xp pc ping the 2 win98 pcs and can the win98 pcs ping the xp pc?
the firewall on the xp pc might be blocking networking or recently i saw antivirus (norton) blocking the network port. when i disabled the 'internet security' on norton the ps's could communicate and that was with win95 and xp.

Create an account on the XP machine that matches the user name/password as is used to login to Microsoft Networking on the W98 machines. If they have different logins, create a matching account for each.
