Ethernet works fine, but wireless is slow.

My setup is a bit round-about, but the problem is simple. Laptop 1 connects to the internet via its wireless card. It then shares its connection via its ethernet port. When the ethernet cable is plugged directly into laptop 2, laptop 2 gets a fine internet connection at a speedy 1.6 Mbps. However, when the ethernet cable is plugged into a wireless router (and the router is configured using a static IP to recognize laptop 1's shared connection), and laptop 2 connects to the router wirelessly, laptop 2 gets the internet at only a measly 140 kbps. Why? The wireless router (a TrendNET TEW232BRP) has worked fine in the past when connected directly via an ethernet cable to the cable modem. But now, though, the wireless source is far away and only laptop 1 can pick up the signal, which I want to share wirelessly with the other computers in the room.

Any ideas about what's causing the slow-up?

You really need to rethink using ICS to share a wireless connection, that's bound to give you heartburn. I also can't follow what's plugged into what, but I know that sticking ICS into the mix with a router and multiple machines is bound to be trouble.
