Dialup issue

Every time I try to dial a connection it gives a recording the person you are trying to reach does not recive annomymous phone calls

I guess you have tried changing your dial up #'s.
If so, that says the problem is in the modem driver or the modem itself.

I have uninstalled the drivers and reinstalled them also tried different access numbers....nothing seems to be working does it mean it is a Modem or is it a telephone company isssue.

If you have clear phone lines for voice calls, it is not a phone company issue.
I think you need to replace the modem.
I guess there is also a chance this could be a virus or spyware.
