modem not working at grandparents house

Okay so my Grandparents have called on the young whipersnapper to fix their computer, specifically the modem which won't dial up.

So I tried and I tried, but I couldn't make the modem dial up. So I took the computer home to my house and tried dialing up and it connected to the internet just fine. So I took it back to their house and it wouldn't connect to the internet again, it just gives me an error message saying it can't establish a connection. The ISP she is trying to use is peoplePC, although I don't think it matters because I tried Juno and got the same error message, and connected to Juno from my house. We live in the same area code and aside from call waiting their telephone service is identical to mine. Any ideas?
