Windows 98SE DSL Problems

I am having great difficulty getting my newly installed DSL working. The configuration is as follows:

CTX EZBook 800 Series Laptop Computer
Windows 98SE
Netgear FA511 10/100 PCMCIA ethernet card
Efficient Networks Speedstream 5200 DSL Modem

Since my ISP doesn't have installation software for their DSL, I am stuck doing it myself. They gave me a list of the IP addresses for the following:

Local IP Address, Gateway, Subnet, DNS

I went into Settings>Control Panel>Networking and added a new TCP/IP connection. I input the appropriate IP addresses in the appropriate fields, and clicked OK. When the computer asked me to restart, I did. Upon reboot, the internet connection is still not working.

I tried to ping the various addresses from the command line, and got these results:
Local IP Address: all packets returned <10ms
Gateway: timed out
DNS server: timed out
I also tried to ping the same IP's from a different location (work), and the DNS server and gateway pings were successful, but not the local IP ping of my machine. If I understand correctly, the signal goes in the order of Local>Gateway>DNS, so the problem seems to be between the local machine and the gateway, which might mean that the modem is bad. When the modem is on and the computer is on, I get a solid light on both the
DSL and Ethernet indicators on the front of the modem, but the activity light just blinks every 3-5 seconds any time I send a request to the modem.

Any help would be greatly appreciated. Thank you.

Issue Resolved

It seems the problem was the modem. ISP provided a new modem, and we are good to go now. Thanks for your help.
