DSL with 5 fixed IP address question

I have the SBC Express S ISP service which provides 5 fixed IP addresses. The DSL modem is a SpeedStream 5100. I've tried to set one of my PCs directly off the modem configured to the SBC provided "first usable IP address", however this doesn't work. The only way I've been able to get on the internet is by setting my router WAN IP to the "usable WAN IP address 67.127.XXX.XXX and setting the other side of the network to DHCP with the 192.168.1.XXX. From SBC's information, my first usable LAN IP starts at 64.171.XXX.XXX. How do I resolve the 5 IP addresses? Ultimately, I would like to have my home network with a DHCP service for my house hold PCs using the 192.168.XXX.XXX and use the remaining fixed IPs for a Linux server and VOIP telephone.

Connect a switch between the modem and the router.

Configure the router to use the first fixed IP in the WAN section.

Connect other devices to the switch.

If you have a DMZ on your router you can plug your linux server to the port you setup for DMZ.

I use voip here at the house. It does not need a public ip address.
