What service are you using (e.g. Aol, Verizon Dial-up, etc.)? Have you tried doing a tracert. To do a tracert go to Start>>Run. Type in cmd, or (command in win 9x). A screen with c:\Documents and settings\%user name%\ should show up.
there type "tracert testmy.net" without the "s. Then post your results. To copy your info into a post, RIGHT-click, then select "Mark" and highlight the text and press enter. Then press Ctrl-v to paste it into a message.

Run a diagnostic test on the modem. From the Control Panel, select Phone and Modem Options.
Click the Modems tab, select the modem, and then click Properties.
Click the Diagnostics tab, and then click Query Modem. After a few seconds the test results appear.

Also do a scan for virri, spyware/adware, HiJackThis
Free online places to scan

Remember to do your scans in Safe Mode and place your HiJackThis Log in the Security Center here at TSF. When you have a few moments take a look at this site also http://www.mdgx.com/56k.htm. Hope some if not all helps.
