Limiting Bandwidth on Brothers PC?

Hi guys,
I like gaming and have been playing COD4, CSS and various other games that require a good ping to play.
The problem that i have is that when i'm playing my ping goes really high and i have realised that this is due to my brother being on Youtube and watching videos. I'm getting pings of 400-600.
Hes oviously eating up bandwidth on his computer (since we use the same router).
Is there any way to limit the bandwidth getting to his PC so that i still get a reasonable ping when playing COD4 etc.
I've browsed my Router settings and can't find anything.
Router rand : Conexant Hasbani.

Most SOHO router do not have the feature set to allow bandwidth adjustments.

There is firmware out called Tomato which can set Qos or quality of service which can set priorities to different users, however I'm not sure it will run on your router, I've only used/played with it on a linksys router, if it's not compatible the router will be a paperweight.> http://www.decimation.com/markw/2007...ato-qos-setup/
