terrible DL speeds HELP

HI;
im having incredibly slow downloads... im running windows vista home premium on a dell xps410, intel core2duo, 4gigs mem.Fios 25/15Mbps service actiontec MI424wr router...
ive updated the boards ethernet drivers..ran every recommened anti spy ad and malware program as well as 2 separate antivirus progs...nothing.
speed tests online.. 603kbps download 2256kpbs uploads...downloads start at a moderate rate and within a few seconds are crawling to almost single digits..a 2 gig gps map upgrade took 12 hours :(, speeds are same for firefox or explorer
ive followed all the net advice to change all the vista settings for optimum dl's.. reset winsock. odd thing is i have 2 other home wired pc's through my router and they are NOT affected...and yes i changed out the ethernet cable already.
ran hijack and dont see anything out of the ordinary running..

I believe your rwin scaling is too low. Try this Speedguide link again to analyze your settings. You should see some suggested changes to make with your analysis. Everything else looks good.

Edit: In case nobody has mentioned this already, some 3rd party firewalls and anti-virus products do a "stateful packet inspection" at the application layer of the network stack. This can seriously reduce the speed of large file transfers.
