USING RAZR v3r AS A DIAL UP MODEM

Greetings, I will try to be brief so not as to bore you. I have a razr v3r. I would like to use it as a dial up modem. That is Either entering number on my cell phone or from my laptop I want it to call a number and connect to my AOL dial up. I do not have a data plane. I do have win xp and a data cable.

Problem. I have tried many things with no luck. Is this possible? IF so what steps would I take on my laptop and cell phone?

With my fingers crossed I remain hopeful for an answer.
(you may e-mail me direct at primble@aol.com)
P.S Please remember I do not have a data plan and so not want one. I want my cell phone to dial a number while hooked to my computer...just as I would dial one regualrly. NOt broadband, but dial up,
