[ASK] Can ISP Limit our download speed ?

Hello...
I'm just new here and i'm from indonesia
I just wanna ask about my connection problem here

I'm using one of ISP in indonesia ( ofcourse )
usually it can download with maximum speed of 180 kb / s from local that we call IIX ( Indonesia Internet eXchange )
but nowdays my download speed just stuck on 60,2 kb / s

but i realised that 60,2 kb / s is not my bandwith
because when i'm using youtube while download
it not buffering... and download still 60,2 kb / s

so i make some conclusions
download speed -> 60,2 kb / s
streaming speed -> 30 kb / s

if i add it up 60 + 30 = 90 kb / s

so my download speed should be at lease 90 kb / s not just 60 kb / s when i'm not streaming right ?

can you help me how to solve this ?
