Connection problems

Hi,

Recently I've made a topic about a BSOD in the vista support forums. You can read the thread here: http://www.techsupportforum.com/micr...puter-new.html
(please read the last page to read about the network problems). The last weeks, I had a lot of problems with the connection. Firstly my connection speed was around 10 times slower then normal + instable. I called my provider and the next day they came to my home to test somethings. They told us there are 'high downstream errors' or something at this place and the problem is somewhere in the area here. The next week they came back, and, for some reason, the speed was back normal somedays before they came. In their second visit, they told us there are problems with the cable around one of the houses here and they can't fix it as they need a license or something first. Anyway, the speed is now normal again, but I got trouble visiting websites now. My high pings are gone now (after system restore), but I can't visit websites too far away.

I can visit websites in Belgium and Holland (I'm living in Belgium), but I get 'network time-outs' at lot of websites. If I try to connect for around 5 times to them, it works. If I ping them, I get a ping of around 100, but after asking to others, this seems to be normal.

I just noticed my sisters laptop can't connect to them too, so it MUST be a network problem.
I tried to:
- Reset the modem
- Connect computer to the modem, not the router (to see if the router isn't causing it)

I'm wondering WHY I have slow internet first, and WHY I can't connect to some websites now (my speed is normal). Is it really a problem with the cable somewhere in this area here? Is there anything I can do about it, and will it be solved after some days like when I had the slow connection (seriously, it was solved by itselfs).
