Using a modem as a phone withount internet connection

I would like to use my computer headset and microphone, sit at the computer, click on a local phone number, and talk through the computer as if it were a phone. However I don't want to be connected to the internet to do this. This is a business office and we need to make a lot of outgoing calls but we don't want the phone to be busy all the time on a dial up connection. It is a 3rd world country and we don't yet have DSL.

We have an Access application and ideally I would like to be able to click on a button in access beside a contact name and have it call the person... but that's a whole different level.
