Sending problem?

Hey there. Im currently residing in a flat with an ADSL router, an XH9949 DSE (Dick Smiths Electronics) one which is working 100% fine on my computer. There is one other computer connected to the internet, which can easily go into google or most other webpages. However for some reason 90% of the time when he searches through google or when they try upload files to a site it fails to do so. Curiously, occasionally it works.. I'm no expert in the understanding of computers, or for that matter network connections but using ping command I found that my computer would be successful in pinging his IP but his would fail in pinging mine. My suspicions lie in a problem sending information to other systems but remaining able to receive information. Any help would be greatfully accepted as I am clueless as to whats happening or how to solve it. Will post up anything about his system if need be.
