ip question
I run a forum for sports and I am trying to keep out the spammers and the people up to know good. My question with ip's is this. Does a person's ip address go by the internet company they use or the computer they use? I guess what i am asking is if someone uses say comcast for the internet and I ban their ip and then they use AOL will they get a new ip or is it one ip per system?
