slow dsl connection after reloading windows

My hard drive recently crashed and I had to completed start over. My DSL connection has been extremely slow every since then. I have a desktop Dimension 8400 and am running Windows XP Pro 32-bit SP2. I have done the speed tests and the tweaks that I have seen on various posts. My actual internet connection to my ISP is fine as I have other computers sharing the same network and they are not experiencing any problems. It's not a CPU problem because all of my other applications are running fine. I have set up the internet connection correctly in IE7 options. I don't think it's just an IE problem because my email (Outlook) has the same problem. Also when I use the "tracert dell.support.com", the first hop always times out. The output of the tracert is below:

No matter what site I use in the tracert command the first line always times out.

I know it has to be a setting somwhere but I am at a loss to find it. I am using a Dell broadband 350 router w/ a Netopia DSL modem. Other computers are connected to the same router and do not experience this problem. I have Norton 360 loaded and virus scans complete fine. I have all the service packs and for XP and Norton installed.

The timeout on the first hop is pretty normal for many ISP's, their initial gateway doesn't respond to ping requests.

Register at DSLReports and run their line quality tests. Post a link to the results here.

What speed is your DSL account supposed to be? I see some internal issues on the network line quality tests, but they're not affecting your connection, or so it seems.

At DSL reports, did you try the Tweak Tests? You may be able to improve things by following their tuning recommendations.

My connection is supposed to be 3.0M/512K.

Yes I ran the tweak tests and ran the DrTCP program and made the recommended settings.

I don't think my ISP is the main problem. All of my other computers are accessing the internet thru the same connection as this one and none of them has this issue. This only started happening after I reloaded windows. Also, once I connect to a website my uploads and downloads are normal.

Have you run a speed test on your machine, then one on another machine on the network? How do they compare?

Okay, I appreciate the help but it appears that you have no idea what my problem is. I have explained that my internet connection is fine on all computers except for this one. The problem is not with my ISP. It is a setting on this computer. The problem appears to be on the DNS lookup/handshake or whatever you call it. Once I connect to a webpage, the rest is fine. You are only pointing me to other websites where I can troubleshoot my own problem. This is not helping me.
