Low Ping after restart then gets higher
I am using a local Cable internet service. The modem they gave me is suppose to be of 1.5 MBPS Variety, the modem is a SMC Networks modem.
Problem I have been having over the last couple of days I thought might of been on the ISP, but after analyzing some thigns on my end I noticed that after I have rebooted my CPU the pings are all normal until about 3-5 mins into being connected online the ping then jumps up into the 500-900 range. Which normally should be in the 275 and under range. I reset modem, did away with the router to where its now direct connection, hooked it up to 2 different network cards, helped a little but no where near where it should be. what might the problem be?

There's no header information, which gives the version and patch level of Windows and IE.
