DSL Connection Very Slow

I have DSL Line for internet connection at 100 mbps via RJ45 and 12Mbps via USB, using D-Link ADsl Router 502T. When downloading I get only 5 kb/s to 8 kb/s . When I check via tools on the internet I get message of 64 kb/s connection speed. DSL Engineer is my friend he told secretly that this is company policy and they are cheating customers and he can'nt help me as he is at lower level employee. Now I want to know is there any way to get atlest 64 kb/s speed.

Please help.

What is the contracted rate for your DSL account?

What results do you get when you run this Speakeasy Speed Test, use the closest server to your location.

Speakeasy Download Speed 77 kb/s and upload 79kb/s. The contract is in unlimited download with 12mb/ps scheme.

You're supposed to get 12mbit download speed with DSL? Are you sure that's the promised maximum bandwidth?

Yes, I am sure that I have unlimited download line for 24hours,for this they have provided me D-link ADSL Router 502-T for high speed.As we have been provided DSL line 1st time in our city and rarerly someone knows what is DSL, all every consumer of ISP in our city know DSL means high speed connectity only. Our ISP does some business tricks and he says that he has different schemes for different user, some have restricted download upto 100 mb (after this their download stops)others 1000mb and third is unlimited download with whatsover speed user can do with whatsoever hardware he have. So here means that If I have guts then I can use it in my style otherway I have to suffer.
So I need help of genius people like you.
Please help .

Since this appears to almost certainly be an ISP issue, I'm not sure what we can do to help.

others have resolved , modifying some sort of setting in their pc , you just tell what are the settings to increase the speed and the applications
