Cry Wireless connection thro neighbour

Hello all, this question may seem strange coming from a guy who has been in IT for 20 years, but here goes;
My neighbour has asked me to share his BB connection, as I am always fixing stuff for him, so its like a reward! The problem is although he has given me both settings WEP plus SSID and I can connect to his router, I cant seem to access the net through his provider! Do I need some software from him?
Any advice appreciated,

well I am getting a connection (1mb to 5.5 mb) although the belkin stick software says VERY LOW. When I try to connect to net it says Could not connect etc. I have tried all things I know of, but I am missing something!

I suspect you simply don't have enough signal to actually establish a connection.

yeah I suspect you may be right as the message I get is LITTLE or NO CONNECTIVITY from the Belkin software.

Sometimes the software provided by the hardware manufacturer and Windows Wireless Zero Service may conflict. Use the Administrative Tools Services management tool to be sure that the Windows Zero Service is disabled, or disable the Belkin management utility.
