Verizon Avenue is trying to drive me insane

OK, after searching through 10 paged of posts about Verizon I could not find anyone that had a problem similar to mine.

Every time I am surfing the web at random times the Verizon Avenue registration page will pop up. The only problem is I have registered my computer, wii, and router. (which I don't think I should have to do, but that is for a different tread) Anyway regardless of whether or not it is my laptop, pc, wii, or any other device I have internet access on, this site pops up. I am unable to continue surfing until I close all my IE windows and reopen them. Also when it does this it will drop my VPN connection. I have called Verizon multiple times and they tell me everything looks fine. Some of the solutions I have tried:
1. Wire straight from the modem to the PC
2. Different router
3. Having my router clone my PC Mac
4. Having a technician come out (of course it did not pop up when he was there)
5. Asking Verizon to remove it (big surprise they would not)

The unfortunate thing for me is this is the only ISP in my area that does not require me to pay for a land line.

TBH I don't have a clue, but I offer a thought incase it inspires you, do you think it's possible something your running isn't allowing whatever it is within the PC doing this being blocked from actually acknowledging the fact you have done it ?
And as a thought have you considered looking in the registry if you can resolve this there ? obviously make a back up prior to touching anything there, are any other settings being forgot or incorrect such as the clock ? just desperate thoughts here about the battery maybe, unlikely but weirder things have happened lol, anyway thats my lot, doubt it will solve anything, but I hope it may inspire a result for you.

First off, are you running the Verizon software on the machine? You don't need any of their software to use the Internet connection, and this should stop their popup from happening.
