Question FTP Problem

I am trying to set up an FTP Server Site. When I try to log in to my own site, as a test, the password is accepted but then I get an error "500 Unknown Command". I read that this is caused by some routers changing the PASV command to P@SW. In this case I am assuming that the router would be my RCA DCM315 Cable Modem. Does anyone know if the cable modem is indeed my problem? The log file is copied below.
