Dial-Up Modem Connectivity Issue

Hello,

I am having a very strange problem with my dial-up internet connection. Ordinarily when I connect it gives the connection speed as 46.6, and I get a decent-enough transfer rate (4-5k/s). During certain times, however, the connection rate is given as anywhere from 9.6 to 14.4, and the transfer rate is essentially stopped entirely (occasional bursts of 200-400 bytes will happen every ten seconds or so, making anything but a simple chat impossible).

What I have discovered is that the downtimes correlate to when my landlords have their lights on in their house. I called them and we checked it out by having them turn off their lights, and lo-and-behold, my internet magically returned to life. All this takes place on my laptop, and happens no matter what ISP I am connecting to. What I have additionally discovered is that if I unplug my laptop so that it is running on battery power, I also get a perfectly fine data-transfer rate. Of course, this is not a very ideal situation.

I have tried getting a surge protector and plugging my laptop into that, as well as running the phone cords through it, but that doesn't help.

I am completely at a loss here, and would love any ideas anyone might have.

This is obviously a power issue. If you can fix it by unplugging your adaptercord to the laptops battery, it is definitely power related. Sounds like some kind of EM interference. Something to do with the wiring.
