modem not dialing

Infact the problem is that modem is not getting dial tone, because there is switchboard in the office. Normally when dial out manually for voice call it is neccessary to get a line from switchboard by pressing appropiate button on telephone set. It is just like dial 9 first and than dial destination number, but it's not same as dial 9 to get a line. I think there should be some code required to configure into dial-up modem, so modem can get a line from switchboard and than dial destination number. So please if anyone know what code that is that can be configure into modem, please let know. For additional information it's BT line.

If the PBX is a digital one, you can't use a standard dial modem on it. We need to know more about the environment.
