Pin Can't connect to my ISP

I am currently using my daughter's laptop as I cannot connect to my ISP with my PC. As soon as I plug the phone line into the back of the computer & hit connect it gets a busy signal. I know that it's not the phone line itself or the ISP because I don't have a problem with the laptop I am using now. Also, my CD drive won't work. When I put in a CD, it shuts down the computer & restarts it. Any help I could get would be greatly appreciated. Thank you,

for the first part check your isp settings are entered correctly
repost the cd problem in removable drives section along with your system specs
