Corrupt data coming in

For the past week or two my internet connection has been all messed up, I have cable. It started when I tried to download a program and the file came in corrupt. I tried using both Mozilla and Internet explorer and no luck. So I did a quick restart and everything was fine again. A few days later it happened again only restarting it did not fix it. A few days after that web pages began to come in corrupt too with the images all torn up and colored wrong and links and text displayed as page source code rather than what they should be. Now pretty much on every web page something is corrupt and I have to download something about 50 times to get a non corrupt copy. In fact I had to clear my cache to post this because it loaded up with out a text box. My first thoughts are bad Ethernet card, it was when I looked into this I realized that my Ethernet card was integrated into my Dell nForcce4 SLI edition motherboard (Model # 0GC375). I tried reinstalling almost all my drivers I even did a reformat and can't get it to work. Any ideas on what might work and if I purchased a new card would it be able to work since my Ethernet is part of my motherboard?

My first thought is some sort of malware. Do you have a spyware / malware scanner and anti-virus software?

I have AVG anti-virus and Spyspweeper. I am running both now just to be sure but I am pretty sure that a reformat and reinstall of windows would take care of that and I reformated a few days ago to try and fix it.
