I can't download anything right :/

Basically my block had a power surge about two weeks ago. After that I started noticing I had problems downloading. RAR's I downloaded unzipped with a majority of CRC errors and programs continually had install errors. I got a new hard drive and made a clean install of Win XP and I am still getting the same problem. A majority of RAR's I try to download come out with full CRC errors and multiple rar's that need to be unzipped together have no chance. I have no clue what the problem is. I've ran memtest86+ 11 times and passed with no errors each time.

On a side note my computer was randomly shutting down with a quick blue error screen around the same time. I am wondering if their related?

Also, can anyone help me with this? Not downloading seems to have made my HD purchase seem like wasted money.

Register at DSLReports and run their Line Quality Tests. It's best to run this test with a direct wired connection to eliminate any wireless issues from the results. It's useful many times to run this test several times, and we'd like to see each of the results. Post the results link from the top of the test display page for each test run here.

If you wish to post this result to a forum, please copy/paste this URL
http://www.dslreports.com/linequality/nil/2357195 <- sample only, yours will obviously be different!
and your IP will be disguised.

Copy/paste that link here.

Note: You will have to enable PING (ICMP) request response either in your router (if you have one), or in your computer's firewall for direct modem connections. This is very important to get the most important part of the test to run.

Says I do not respond to ICMP pings even though I went through the tutorial to allow echoes :/

Connect directly to your modem and bypass any router. Also, disable any firewalls or configure them to allow ICMP (PING) requests.
