Share Folder with others not on network.
I would like to set up a folder on my computer that family can access, even when computer is off. They live outside of my local area as well. Is that possible to do?

Nope. If the computer is off, it's really off.
 Best bet is to buy an NAS box and configure it's FTP server. Low power footprint, and you can leave it on all the time. Another way is to use one of the many Internet file hosting sites and store the data you wish to share there.
