I can go in and view the other PC on the router from this computer. I can surf the internet from this computer. The other computer does not respond to pings and I also can't access the network address directly. Yet I can access this PC from the other one and view its shared files.
This happened right after I switched from using the NetGear smart wizard to using the Windows Zero Config because the NetGear app was messing up my connection to the internet. Any idea why I can't access the other PC on the network but it can access this one?

The one you can't access has a firewall enabled that is blocking your access.

It shouldn't. Thought I had it configured correctly. Oh well, seems the firewall is completely dysfunctional, especially since last night it allow the Sasser virus to restart my machine again despite the fact that I specifically have a firewall rule blocking all traffic to lsass.exe.
I can access the other computer now since it restarted itself.

Interesting! Is one of the workstations running Vista and the other XP? That's probably unrelated--this definitely sounds like a firewall issue.
