Remote Access

I am currently using an older computer as a basic server. I am able to access it through remote desktop and it has a static IP assigned to it. Because of the static IP I am unable to browse my local network to access files on other computers on the network. How can I setup this computer to be able to see and access files on the other computers??

In my last post I forgot to include some information. My server computer is connected directly to my cable modem. My router is also connected directly tomy router. All other computers are behind the router. How can I establish a connection between any computer and the server computer? I need to be able to transfer files and access computers by way of the server and vice-versa. Thanks
