Wake-on-LAN

i've tried to read about this and i'm just confused. i don't understand it at all. here is my main question about it. if i have broadband connection and someone down the road that doesn't have an internet connection want to use mine remotely, is that possible? is that what wake on lan is supposed to do?

If he doesn't have an Internet connection, how would he connect to anything?

In addition, sharing your Internet connection is against the terms of service for your ISP.

well what is Wake on Lan? from what i got from it is that you could remotely connect to a computer with internet even if the computer is off. why would you want to use someone elses internet connection if you got your own?
