How do I transer files from pc to pc using command prompt

I recently had to reinstall windows and lost everything on my hard drive. What is the easiest way to transfer files? I have seen someone use a crossover cable and the command prompt, but I don't know how they did it. I have at least 15GB of files to move.

I don't know about the command prompt, but you can setup networking and use Windows Explorer to move the files.
