Problems with uploading files and connecting to some sites.

I am unable to send most emails, attachments and connect to a number of sites. I get a "resource conflict" through interenet explorer as well as http error 408/409 amongst others.

I have tried turning my firewall off, lowering the default ie security settings, tried another browser (firefox), cleared cookies and run a flush dns command. Very frustrating not getting into certain websites!

Help!!

You posted no configuration information, specifics on the sites in question, email client in use, etc.
