Problems: Boot from ATAPI CD-ROM

My system keep locking up, so I wiped the harddrive and reloaded WinXP Pro. The software loads but when it reboots to reset the system it says:

Verifying DMI Pool Data ...........
Boot from ATAPI CD-ROM :

That is all it does. It just sits there.

I went into the bios and changed the order. I was able to get the system to come up but only booting from the disk not from the harddrive.

Checked Bios

I checked the bios and it seems to be reading the cd-rom as the primary and the harddrive as the secondary. I tried to get it to reverse but it would not do it. I went so far as to disconnect the cd-rom. Still no luck.
