The Downloads page for the GX1 has drivers for Windows 2000, those will be more likely to work with XP than the NT drivers.

I'd guess that the IDE controller and the IDE cable in a system that old doesn't support Cable Select (CS). The controller has to ground pin 28 and the cable has to be wired correctly for CS to work.

I'd set the drive to Master, put it on the end of the primary cable.
Enter the BIOS and set the Secondary Drive 1: to NONE, that will stop the error about it being missing at boot.

You can get XP drivers for the Network card from IBM/3Com, depending on which card you have, if it's built in it's most likely the 3Com.
The Dell driver version is 5.04 and includes the utilities. The latest version is 5.4, and can be found here. Choose Utilities for the Windows Diagnostics if you want them: 3C905B-TX. You only need the 3c90x1.exe file. for the drivers.

OK,
I was tried a different ribbon connector same result...
I tried Spike 2me's advice of changing the power supply, nada won't so much as light a led.

the original plan was pull the power supply out of the Dell & put it in my wife's old machine.
I figured that was the most likely failure.
Having nothing happen when I put the PSU [tigerpro] in the Dell, made me wonder
So now I'm taking a step back & starting over.

I took a much closer look at the custom:
The motherboard is a
MicroStar 6368 ver:5
The powersupply is a:
Tiger Pro Model LC-B350AX

The momentary power switch on the front panel is good.
I have a meter, but after reading I'm a bit leary of plugging in the PSU without a load.

If it's not clear I'm trying to troubleshoot the microstar based machine.

New thread or shall we continue here?

I got the microstar MOBO to fire by jumpping the enable bit on the PSU

Actually I thought you were working on the Dell.

Does the Microstar now power up?
Are you using the original PSU, or the one from the Dell?

If the power switch is good, sounds like a bad connection, either where the switch connects to the board, or the main connector where the switch gets connected back to the power supply.

I tried the Tiger pro PSU from the custom on the dell no power up.
Went back & reassembled the custom
Microstar 6368 MOBO, Already got a manual & it helps with all the connections & such
the case is much nicer [metal], more fans.
with as I said the enable bit on the PSU jumpped to ground it comes on...
I'm still stuck on reinstall, different place. The award bios [v6.00pg]has many more choices. intel chipset.
there seems to be better support this way
I'll take another run at it...
