Thanks for the quick response. Advanced System Care is not in Start Up and is disabled.
The error report shows a red x related to Service Control Manager, and in Application a red x VSS (whatever that is) |

Right click the "C:\WINDOWS\inf\sr.inf" select "install" It will prompt you twice for 2 files it can't find, search for them, and direct the installer towards them... one is "sr.sys" file located in C:\WINDOWS\ServicePackFiles\i386 and the other is "srframe.mmf" located in C:\WINDOWS\system32\Restore
Then you're prompted to restart PC.
