Problem with http protocol under WinXP

Hello!

I have the following error...
On a laptop with winxp sp2 home recently i have this strange error.When i try to open a web page from Internet Explorer,Mozilla or Opera it says "no page to display".
All other programs like Limewire,MSN,Skype etc are working ok.
I tried from "cmd" to ping www.google.com for ex and copy paste the ip address on the browser but there was luck.
I've checked the system with 3 different antiviruses "kaspersky,nod32 and avg" and didn't found anything.
Also spyware scan with spybot and lavasoft adaware.
There's not any kind of firewall installed..even windows firewall is disabled.
I tried Lspfix without any luck.Also tried netsh winsock reset and netsh int ip reset resetlog.txt
It seems that something is blocking http protocol on windows but don't know what is...
if i telnet a webpage at port 80 i can get data though.
If i boot in safe mode with networking support i can browse the pages normally through iexplore,mozilla etc

Any ideas what can it be?
