Can't See Running Applications - XP

Using XP home, Word, Outlook, IE, are shown as running on task bar and task manager, but are not launching. Excel, Publisher and other applications are functioning properly. Anyone have any idea what in the word is going on?

When is the last time the system was restarted?

The system has been rebooted multiple times attempting to correct. No results. Have tried system restore, no effect.
