IBM Background won't go away

I have several IBM Thinkcentre A50, 8148 22U in my network. All are using Windows XP PRO SP2. When the user logs off, the background behind the standard logon dialog box ("Press Crtl-Alt-Delete to begin") reverts to the IBM Americas map. On all the Dell machines we have the screen goes to blue background. Whenever the user logs on again then the wallpaper of his/her choice appears on the desktop. Can I make the IBM's behave as the others?

I've already tried a couple of changes to the registry that I got from another thread on this forum, but that didn't help. Thanks for any advice you can offer.
