I don't know about your keyboard problem but it sounds like to fix your first problem, you just need to clear your BIOS.

Unplug everything (mainly power cable) short the jumper for about 3-5 seconds, then return the jumper to the original position and plug it back in. Or unplug everything (mainly power cable) and take out the battery (looks like a watch battery) and leave it out for about 5-10 seconds, then replace it.

Elf is correct that you have a Bios error. If you are afraid to open the computer case you can correct the error by opening the Bios page and use the "Default" settings. When the computer boots and you get to the "press F1 to continue booting" you should also see "F2 for setup", press F2. The Bios page will open, navigate to the selection that says "load setup defaults" select it, then "save and exit". The keyboard issue you will need to address in windows, open the control panel, keyboard, and make the choice appropriate for your keyboard, click OK button when done.
