Error Messege When Windows Starts

Hi, When I turn my laptop on it comes up with an error. The title of the error is "RTHDCPL.EXE - Illegal System DLL Relocation" and the messege says
"The system DLL user 32.dll was relocated in memory. The application will not run properly. The relocation occorred because the DLL C:\WINDOWS\system32\HHCTRL.OCX occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL."

Please help me with this error.
