restart will not work

I have tried everything and my computer simply does nothing when I hit restart. I download updates and the message says restart computer now? Nothing happens. I try to hit restart nothing happens. No updates are loading because of this, even spellcheck in outlook express will not work. Tried reinstalling outlook but again computer will not restart so nothing happens. HELP PLEASE

in the run box type
sfc /scannow
and press enter

I think it's because of some programs 're not responding. Open task manager then select some applications then end task. I've experienced this problem with Ad-watch.

I tried both but problem still the same. Still will not resart or turn off. Thank you for the help, any other ideas
