What happens when you open Windows Picture and Fax Viewer then click the File menu and click open then find one of your jpgs and try opening?
you say your icon is still the same but will they open?

Windows caches icon for fast viewing, perhaps the cache still contains the wrong icon?
The cache is automatically recreated from time to time, but you can use for example this to rebuild the cache: http://svn.haxx.se/users/archive-2005-09/1390.shtml |

Once you have made the file association...if the icon doesn't change, please try the following:
- In Explorer, click Tools then Folder Options then File Types - Scroll to image type (jpg, jpeg, bmp, gif, png etc), highlight it and then click Advanced - Then click Change Icon and browse to the following file: C:\WINDOWS\system32\shimgvw.dll - You will then be able to restore the original jpeg, bmp, gif, png icon If you do not have an option for Advanced on the file type menu, select Restore and this may fix the problem itself...if not, continue with the steps above :) Post back on your progress please :)
