I was playing the sims 3 and my computer froze and that happens once in awhile so I manually shut it off and then turned my computer back on. I got to the welcome screen and I typed in my password and it was loading, but taking a little longer than usually. When the desktop finally came up it was all white. I had one program pop up which is Fraps, I use it to screencap. Nothing else would show up. I did alt+ctr+delete thinking it would work but it wouldn't.
I can now load the task manager and run programs, but the screen is still white. I'm running my computer in safe mode and it works fine, but I still get the white screen in normal mode.

Doesn't look like anyone has any suggestions. Starting from square one, have you run a virus scan on the drive? What antivirus software are you running?
Have you error checked the drive? Any clues under Event Viewer? Any MiniDump files that occurred at the time of the problems?

I can't run a virus scan. The software won't work in regular or safe mode. I get an error when I try and run it. Its windows live one care or something like that

I went to the event checker but I don't know what I'm looking for so I can't pick anything out thats not normal

What changes were made to the computer before this happened?
There might be other software that runs in safe mode. Not sure. Microsoft Security Essentials? Avast? Someone else will have to answer that. If you can and do go that route just be sure to disable the current anti-virus you have on there, otherwise the two may "compete" with each other and cause problems. Otherwise with a USB to SATA/EIDE adapter ($30) you can run a virus scan on the drive itself (connected as an external drive) to scan for viruses. You need another working computer that is running anti-virus software to run the scan on the drive.
In event viewer you look for red errors that happen at the time of boot ups when you get this white screen. Look under application, security, system, etc.
You might try updating the display adapter drivers under device manager. You would need to boot in safe mode with networking.
Don't forget to error check that hard drive.

actually got it working!
Went to the task manager and ended explorer.exe then when I did that my tool bar and desktop icons started to pop up and it replaced the missing explorer.exe with a new working one!!!!!!

Interesting. That's strange that it kept trying to run explorer.exe even after restarting. Thanks for reporting back.

Update:

I took it in to Geek Squad could look at it and they said it was a bad windows update and they took off the automatic windows update for me.
They had to do a complete system restore and put it back to manufacture settings.
Costing a pretty penny for a windows screw up.

By "system restore" do you mean a complete reinstall of Windows or do you mean START > Accessories > System Tools > System Restore? How much did Geek Squad charge when itemized? $200 flat?

Apparently windows did this automatic update thing which caused my entire computer to go haywire.
It was like $70 for them to run a virus scan, which I knew I had no viruses but they did it anyways and then another $100 for a complete diagnostic to see what was really wrong and then another $150 to fix it.

They are outrageous! Next time find a local repair guy.
They teach you in tech school that if the cost of the repair exceeds half of what it would cost to buy a replacement computer then it's not worth repairing the computer. Hopefully they advised you of that at Best Buy. I saw a new desktop at Office Depot for $310 the other day. It probably runs as fast as a very good 5 year old computer.
Windows updates are a GOOD thing unless you are running some legacy (old) software that is no longer supported / updated by the manufacturer. Windows updates fix security problems, flaws in the operating system, etc.

It's about what it's worth now. I was just curious if they even advise customers about whether it's worth it or not.

I wouldn't of gotten a new computer though. I love this thing as long as windows doesn't mess it up again.
